Upon the passing of Valeria, the Dominion faced a crisis of identity. The Elders argued for isolation, believing that "Safety is Silence." Caelum, a charismatic diplomat and visionary, rejected this fear. He argued that a Light hidden under a bushel would eventually suffocate.
He proposed the Radiant Path—a doctrine of benevolent expansion. He took the scattered transport ships of the Founding Era and refitted them, not just for travel, but for exploration and defense, officially commissioning the Celestial Fleet.
His reign marked the end of the "Bunker Mentality" and the beginning of the Dominion's rise as a galactic power.

Caelum believed that ignorance was the greatest enemy. He established the Explorer Corps and tasked High Admiral Orion with mapping the hyper-lanes that would become the trade arteries of the Dominion.
Unity over Conquest
When the Dominion encountered other travelers, Caelum forbade conquest. Instead, he introduced the Harmonization Process, integrating diverse cultures into the Dominion through shared purpose rather than force.
